The European Free Trade Association EFTA was established to promote free trade between certain non-EU countries and the EU as well as the rest of the world. Currently, the following states are part of EFTA and will require ETIAS approval upon entry:

However, not all Schengen states are part of the EU. Currently, the following states are full Schengen members:

For traveling to certain small states with open borders, you need to enter the ETIAS zone. This means that a trip to the following microstates requires an ETIAS application:
Ireland is the only EU member state that does not participate in the ETIAS program. Therefore, you need to check the individual visa requirements before traveling to Ireland.
Since not all countries in Europe are part of the EU, you can’t go everywhere in Europe with your ETIAS approval. The following European countries are neither in the EU nor part of the Schengen or EFTA agreements:
